Basic Services

If a youth has been involved in a law violation, it is up to a law enforcement agency to investigate. If they find probable cause to believe that a crime was committed, they will forward their police report to the juvenile department. The case will be assigned to a juvenile department counselor who will be responsible to manage the case. Certain offenses require District Attorney review before juvenile department staff decides on how to proceed with the case. In other cases, staff will meet with the offender and his/her family, conduct a juvenile offender risk assessment screen and develop a case plan with the youth and the family. Upon completion of this assessment, the youth will be given the appropriate sanctions for the incident based on the graduated sanctions model. Referral Process. This plan may call for an informal dealing with the case (informal probation conditions) or formal processing of the case (court hearings and judicial orders). Victims of juvenile crimes will also be involved in the juvenile department counselors planning.

Early Intervention Program

The Early Intervention Program is geared toward students who demonstrate at risk behaviors. The goal of this program is to provide early identification of youth (ages 10-15) at risk at the school (grades 4th - 10th) and family levels and provide intervention services to prevent a first offense from occurring. At risk behaviors may include any or all of the following: antisocial/acting out behavior, school problems, poor family functioning, substance abuse, and poor peer relationship.

This program provides an opportunity to seek services at an early state to decrease at risk behavior and increase positive contribution to school, family and community. Students and families participate voluntarily and are not required to be formally or legally involved with the Juvenile Department or Juvenile Court.

Each request for services will be screened and an assessment will be conducted for level of intervention services. The benefits for students allow: 1) opportunity for plain talk and positive contact with the School Resource Counselor; 2) opportunity to participate in the program to identify and evaluate behaviors which contribute to achievements and at risk behaviors; 3) opportunity to build competency skills which will lead to successful participation in school, community and home; and 4) opportunity which supports and emphasizes strengths.

Minor in Possession of Tobacco Products (Tobacco Flier)

  1. First Referral - Youth are referred to attend a 3 hour tobacco education course.
  2. Second Referral - Youth are referred for a 12 hour meeting with a tobacco education counselor, pay a fine, and perform community service.
  3. Third Referral - Youth will be required to meet with a juvenile department counselor, pay a larger fine, and perform community service.
  4. Fourth and Subsequent Referral - Court process is initiated and a hearing is scheduled before a judge with a recommendation of payment the maximum fine allowed, and perform a greater amount of community service.
